Home Office minister Mike Tapp dismissed suggestions it has failed to effectively communicate new border rules that mean British dual nationals risked being prevented from boarding flights to the UK. Former Conservative cabinet minister David Davis had said it was only because of the reporting in the Guardian and the BBC that three of his constituents learned about the rules. Under the changes, British dual nationals must present a valid or expired British passport or a certificate of entitlement costing £589 to prove their right of abode before boarding a plane, ferry or train to the UK
