Representatives from nearly 60 countries have gathered in Colombia for the first global conference dedicated to phasing out fossil fuels. The summit in Santa Marta comes amid growing frustration with stalled UN climate talks and renewed urgency following disruptions to oil supplies through routes like the Strait of Hormuz. Host nations Colombia and the Netherlands say the transition is no longer a question of if, but how, though major polluters including China and the United States were absent.
